and that's the problem, no matter where I set the controller on Dwight, instead of lifting the relief valve or driving the wheels the whistle just keeps on blowing.

The steam must be following the path of least resistance, but the little top hat (regulator?) is in the correct position and I can't see any obvious scoring on its face or the base it sits on. Any ideas?
