New to model locomotives.

Purchased a second hand Stowe locomotive which is mean’t to have live steam smoke effect function but no steam comes out. there looks to be a leak but not sure what i’m looking for on the locomotive or even if something is missing as i cannot find any diagrams online that might support.

Can anyone help?
