Controller or other issue?

Thank you for letting me join your website!
Friend recently got a once used live steam mallard, the engine appears to heats up OK, and starts to move sometimes, but the controller dial at the bottom that you swipe left and right doesn’t adjust the trains speed. It just gets so fast it fly's off the track.
Also the volt meter jumps from 0 to max every second.
