Heater current draw

I was expecting 3 to 4 amps, but connected the super heater (heater only) via a watt meter and it shows I'm drawing 69 amps at 11,9 volts, that cant be right surely? I'm using a 0,2 ohm shunt with this meter, so does the meter compensate, or do I need to add a factor in. I'm also using the Hornby live steam power supply @17.01 Volts

Ah well, they're only a few quid on Amazon, I guess you don't get reverse polarity protection at the "super-cheapo" level.
